‘Mapping hate speech and promoting narratives of peace in Mozambique’ (2025–2026) is a project carried out by Gernika Gogoratuz in collaboration with the Observatório do Meio Rural (OMR) and with the support of the Provincial Council of Bizkaia.

The project arises against a backdrop of intense political and social polarisation in Mozambique, following the presidential elections of October 2024, which were marked by protests, episodes of violence and the proliferation of hate speech that have deepened social divisions. In response to this situation, the initiative aims to understand, highlight and counteract such rhetoric, focusing on the collective memory of acts of violence and the promotion of narratives of peace.

BACKGROUND

The project forms part of an ongoing line of work in Mozambique since 2018, focused on analysing conflicts between capital and life and on supporting community-led processes of resistance and the development of alternatives:

TERRITORIES IN CONFLICT (2018-2019 / 2020-2021)

A project carried out in partnership with Gernikatik Mundura, funded by eLankidetza, which supported collective processes in Cabo Delgado and Maputo (Mozambique), Tolima and Caquetá (Colombia) and Urdaibai-Busturaldea.

TRIPLE NEXUS: HUMANITARIAN ACTION, DEVELOPMENT AND PEACE (2023–2025)

An initiative launched with the support of eLankidetza following the intensification of the armed conflict in Cabo Delgado, implemented alongside Ayuda en Acción and CEAP, aimed at strengthening local capacities, community-led research and the promotion of well-being in complex humanitarian contexts.

SEEDBED. WOMEN FOR PEACE (2023–2025)

A project linked to the preparation of the 15th edition of the International Congress ‘Mundos de Mujeres*’ (MM26), which supports regional networks of women’s organisations and strengthens feminist coordination processes for peace.

MAPPING HATE SPEECH AND PROMOTING NARRATIVES OF PEACE IN MOZAMBIQUE (2025-2026)

The aim is to contribute to the promotion of a culture of peace in Mozambique in a context characterised by political polarisation, disinformation and post-election violence.

The project aims to:

  • Generate critical knowledge and social memory regarding hate speech and the violence associated with post-electoral protests in Mozambique, highlighting their impact in the Maputo and Lichinga corridors, through a process of Participatory Action Research involving communities, social organisations, academia and public institutions.
  • To strengthen coordination and multi-stakeholder dialogue between community actors, local and national leaders, international organisations and decision-makers, in order to jointly develop strategies to counter disinformation, social polarisation and hate speech.
  • To link local insights with global dynamics, sharing the project’s milestones and the common patterns between Mozambique’s socio-political reality and the global processes of polarisation and the militarisation of daily life with social and political actors in Mozambique and Bizkaia.

CONFERENCE ON SOCIAL EXCLUSION, VIOLENCE AND PEACEBUILDING IN MOZAMBIQUE

The conference was divided into two distinct parts:

On the first day, different academic research papers were presented in two panels. The first focused on militarisation, the reintegration of former combatants, and the social construction of memory and peace in the province of Cabo Delgado; the second presented critical research into post-election violence, particularly against victims, and especially women and girls, as well as the current inclusive national dialogue promoted by the state.

The second day was devoted to unlikely dialogues between representatives from the business, social, religious and political spheres. Together with the audience, they exchanged information, views and ideas on the impact of the extractive industry on society, violence and state repression, and electoral reforms, with a view to advancing peacebuilding in Cabo Delgado and Mozambique.

The event was funded by the Provincial Council of Bizkaia and the Embassies of Norway and Sweden, and organised by the Rural Observatory (OMR), the Centre for Peace Studies and Action (CEAP), the Catholic University of Mozambique and Gernika Gogoratuz.
